Law 14 - Penalty Kick

If a player commits one of the ten offenses to be punished with a direct free kick while the game is in progress within his own penalty area, a penalty is awarded to the team of the guilty player.
A goal can be scored directly from a penalty kick.
The penalty kick must be taken, even if the playing time has expired at the end of each half (even if extra time is required).

Position of the ball and the players

The ball

  • is placed on the penalty mark.

The executing player

The goalkeeper

  • stands on his goal line between the posts, facing the shooter, until the ball has been kicked.

All other players are

  • within the playing field,
  • outside the penalty area,
  • behind the penalty mark,
  • at least 9.15 m from the penalty mark.

execution

  • After the players have lined up in accordance with the rules, the referee gives the signal to take the penalty kick.
  • The executing player must kick the ball forward.
  • He may only play the ball again after it has been touched by another player.
  • The ball is in play when it has been touched with the foot and is moving forward.

A penalty kick during the game or in the extended playing time for its execution or repetition is also considered converted if the ball, before it has crossed the goal line between the posts and below the crossbar,

  • touches one or both posts and / or the crossbar and / or the goalkeeper.

The referee decides when the penalty kick is considered taken.

Offenses / sanctions

If the referee has given the signal for execution, but the ball is not yet in play, the following provisions apply:
The shooter violates the rules of the game:

  • The referee orders the penalty kick to be taken.
  • If the ball goes into the goal, the penalty kick is repeated.
  • If the ball does not go into the goal, the referee stops play and continues with an indirect free kick in favor of the defending team at the point where the offense occurred.

The goalkeeper violates the rules of the game:

  • The referee orders the penalty kick to be taken.
  • If the ball goes into the goal, the hit counts.
  • If the ball does not go into the goal, the penalty kick is repeated.

A teammate of the shooter violates the rules of the game:

  • The referee orders the penalty kick to be taken.
  • If the ball goes into the goal, the penalty kick is repeated.
  • If the ball does not go into the goal, the referee stops play and continues with an indirect free kick in favor of the defending team at the point where the offense occurred.

A teammate of the goalkeeper violates the rules of the game:

  • The referee orders the penalty kick to be taken.
  • If the ball goes into the goal, the hit counts.
  • If the ball does not go into the goal, the penalty kick is repeated.

Players on both teams violate the rules of the game:

  • The penalty kick is repeated.

If after taking the penalty kick

the kicker plays the ball again (except with the hand) before it is touched by another player,

  • an indirect free kick is awarded to the opposing team at the point where the offense occurred (see Rule 13 - Location of the Free Kick).

the shooter deliberately plays the ball with his hand before it is touched by another player,

  • a direct free kick is awarded to the opposing team at the point where the offense occurred (see Rule 13 - Location of the Free Kick).

the ball, after jumping back into the field from the goalkeeper, goal post or crossbar, is deflected by an object from outside:

  • the game is interrupted.
  • the game is restarted with a referee's ball at the point where the ball was deflected. If the ball has been deflected inside the goal area, the referee ball is placed on the goal area line parallel to the goal line as close as possible to where the ball was at the time of the interruption.
